George W Bush has approved the death sentence of an army soldier convicted of murder and rape, becoming the first US president to approve a military execution in 51 years.
Ronald A. Gray, 42, a former army cook, has been on death row since he was convicted by a court martial panel in 1988. In the US, a military court requires the President's signature of approval in order to approve a death sentence.
Mr Bush granted the army's formal request that he approve the sentence by signing an order from the Oval Office yesterday, according to a White House spokesperson.
"President Bush this morning accepted the recommendation of the Secretary of the Army to approve a sentence of death for army private Ronald A. Gray, affirming the sentence that resulted from a general court martial for multiple charges of murder and rape committed while serving as a member of the armed services," Dana Perino said in a statement.
Private Gray had already been sentenced to eight life terms in a separate civilian case after he admitted raping and killing the two women in North Carolina.
In the court-martial, the soldier was convicted of raping and killing Kimberly Anne Ruggles, 24, a civilian cab driver, in January 1987, and Laura Lee Vickery Clay, an Army private, in December 1986. Both women were from Fayetteville next to the Fort Bragg barracks where Gray was based.
Miss Ruggles bled to death after being stabbed seven times. Miss Clay was shot four times with a .22-caliber pistol that Gray confessed to stealing.
He also was convicted of raping and attempting to kill Private Mary Ann Nameth, 20, who was stabbed three times in the neck in January 1987, in a Fort Bragg barracks. She testified against Gray during the court-martial and identified him as her assailant.
Miss Perino added: "While approving a sentence of death for a member of our armed services is a serious and difficult decision for a commander-in-chief, the president believes the facts of this case leave no doubt that the sentence is just and warranted,"
She said the White House anticipated further appeals in the case.
The last US president to approve a military execution was president Dwight D. Eisenhower in 1957. That prisoner was put to death in 1961.
The most recent president to act on a military request for approval of a death sentence was John F. Kennedy, who in 1962 commuted a death sentence to life imprisonment.

I am Pro-Bush.I definetly commend him for his ruling on this. This man has killed innocent people and raped them!Do people actually think this man deserves to live?I dont think so. And Dominicus said on here about Bush's "pro-life" stance. I am pro life. That is for unborn children!Educate yourself

Sorry Umberto, the death penalty IS Christian. God says in the Bible - Exodus 20:12 for example - that the penalty for (premeditated) murder is death. God will forgive this sin but the price must be paid. Disregarding this command could explain the West's shocking crime figures.

Bush had nothing to do with these murders, why are you talking about him?Do you people have any idea how much money prisoners cost American tax payers? Why is there more sympathy for a rapist/killer than there is for his victim's families? In his death he won't have suffered as much as his victims.

As much as I would have loved to be sentimental about this instant case,I strongly concur with the decision of the President to uphold the decision of the Court Martial thereby appending his mark..The offense of Rape in itself is a Felony let alone Murder.True he may be an active serviceman,so what?

Well although what Ronald A. Gray did was not right and deserves to be put to death, he may not feel the pain of what he did. I think he should be put to life imprisonment with hard labour. By so doing, he will contribute economically to the nation and the world as a whole. President please change

What about the victims and their families. If the families of the victims forgive him then he should not be executed, but I feel he deserves the execution for his terrible crimes.

Interesting how some people believe that murderers shouldn't be executed simply because they hate George Bush. It shows the irrational, emotional hatefulness that is so prevalent in politics today. And this is from the "compassionate" side of the argument over capital punishment.

This is terrible. The man had repeated lapses of composure, murded and raped and the answer is to kill him. He should be given a cell (sorry room), given a free education, given free counciling, given a job and small wage and when hes released from prison 25 years too soon he can have my house.

George W. Bush doesn't have the moral grounding or moral authority to order or approve anyone's execution for any reason. My fervent desire is that he be rendered to the Black Hole of Wherever for an uncomfortable year before he is ultimately handed over to the International Court.
