As well as assessing what went wrong during the 5-0 drubbing by Australia, the committee's job is produce a long-term plan, including recommendations on how to regain the urn in 2009 and seal a one-day tournament success between now and 2011.
"The board has determined that this review forms a critical element of ECB's planning for the four-year cycle, which commences immediately after the 2007 World Cup,” said David Morgan, the chairman of the ECB.
"The board is delighted that such a high-profile team has been assembled with great experience of both playing and coaching at international and domestic level.”
Schofield said: "Cricket has been a passion of mine for many years and, apart from experiences from another sport, I hope I shall be able to contribute the view of the England cricket supporter to this important review."
The panel will be free to approach both current and former players and coaches on their views on the current England set-up. However, the ECB have provided them with terms of reference, which include reviewing the entire selection process and management structure, both of which have come under fire this winter.
