Thousands of fans trying to get to Moscow for the Champions League final will be forced to pay an extra visa charge after the Russian Embassy in London outsourced the job of meeting a massive surge in demand to a private firm.
The British-based Russian National Tourist Office (RNTO) was forced to defend itself against allegations that it was “ripping off” supporters after it was tasked with exclusively supplying an expected 40,000 British visa applications for the all-English final on May 21. The company plans to impose a 50 per cent mark-up to cover “handling costs”, The Times has learnt.
Normally the Russian Embassy would charge about £45, but RNTO, which is run by two Russian expatriates from their base in Piccadilly, has added a further £20. Duncan Drasco, the chief executive of the Manchester United Supporters Trust, said: “This is a rip-off. Fans are already having to fork out for flights, accommodation, tickets and visas. It's sickening that people are seeking to squeeze even more money out of us.”
However, Ildar Khafizov, a director of the firm formally known as Anglo Travel Service Ltd, said: “I need to assure you that it's not like a scam. We spoke with the consulate for several months and that is the solution that was mutually agreed with them.” He said that 100 extra staff were being drafted in to help to process the applications.
The visa problem was further complicated by high-level talks in Moscow, with some members of the Russian Government arguing that the need for an entry permit could be waived provided fans were carrying a valid ticket. Supporters, who are already facing a sizeable travel bill for their “March to Moscow”, have been left with the possibility that they have paid for a visa only to find that it will no longer be needed.
Moscow City Council is putting into place a massive security operation and The Times has established that charter flights carrying rival supporters will be flown into different airports to the north and south of the Russian capital. Seven hundred buses would then ferry them direct to the Luzhniki Stadium.
British police are determined to stop known hooligans from leaving Britain for the final. Five days before the match, fans who are the subjects of court banning orders will be told to report to a specific police station and hand in their passports. They will not have them returned until after the match.
A contingent of British police officers is scheduled to leave for Moscow today to discuss the security implications of a final involving rival English teams. Assistant Chief Constable Stephen Thomas, from British Transport Police, who is the Association of Chief Police Officers' lead on policing football, said last night: “We are going out tomorrow for a final meeting with officers in Moscow on Friday. We will discuss the logistics on the football side and it is an opportunity for us to meet with our counterparts and discuss how we are going to work.
“We have no powers out there and are there purely at the invitation of the Russian authorities.”

Football fans are suckers and love moaning. Do not go if you are that concerned about being ripped off. If the turnout is low, the UEFA will think again about such locations. Any country that requires a visa to get into is not European by default and should not be considered as a venue.

British visas had been already outsourced in Russia - as a result you get visa for more money and at a worse speed. For those who are calling Moscow a 3rd world city and afraid of coming here - Champions league includes much more countries than England, Wales, Scotland and NIreland. Make CL in UK.

I hope that Russian Consulates in UK will deny as many visas to British fans as many are denied to Russians by British Consulates in Russia. It's Russians who should complain, they are denied visas on daily basis all the time.

So a visa to Russia costs 65 pounds, here in Qatar a simple standard letter from the British Embassy costs 70 pounds! And you have grumpy, unhelpful staff at the reception desk!

The football fans I know do not care for prices. Out corner shop doubles/triples the prices of everything from a can of lager to a can of coke and from a packet of crisps to a packet of biscuits and still the football fans buy them. Price hikes are mortals like us the non-football fans.

British embassy charges enormous visa fees for tourists and workers of over 200 pounds for a single person from non-EU countries. The services offered by agencies working on behalf of British embassies are ridiculous inspite of charging premium fees. Isn't this more than a rip off??

It is not common knowledge that in Moscow visa application had been outsourced to an Indian company. And the cost of the service is OVER £20. So, if anyone is unhappy, they should really complain to their own government. I wish Russians also asked to sibmit biometrics from ALL as they do in Russia

Kevin's right - UEFA should only have finals within the EU to avoid all this crap with visas etc... although this would no doubt be considered "political" and probably start another Cold War.
I don't think there should be multiple venues though - fans going travelling is part of the fun of Europe

there are no reasons for the UK fans to complain. The UK visas are more expensive. Eastern Europeans, even if they have Schengen visas (to Germany, France, etc.), still have to pay additional £75+ for the privilege of visiting this island.

Right on Russia, there is nothing wrong about making some money. They are willing to pay for it, and Moscow may have to endure some costs (hooligans, drunks..etc), therefore, it is justified. Don't want to pay, there is always a sport bar where you can enjoy it for free...(well you know).

normaly you would not be able to get a visa with out a hotel booking and the hotel has to be one recognised by the russian tourist organisation. so the russians have made it much easier to get a visa for the football fans and if we had not broken off bilateral visa facilitation agreement back in jul

This is a marvellous opportunity to rebuild bridges with Russia. The mutual diplomatic gaffes of the past do not need to be repeated now. Don't knock Moscow just because it is one of the fastest developing cities in the world in a European country with which we and the EU share similar visa regimes.

Its a two way street here, ever tried to get a visa for UK from Moscow? It takes weeks and costs a fortune. The real issue is the lack of hotels, thats what is really going to cause a poroblem. Makes you wonder why Moscow was ever given this game in the fist place.

Cost and hassle of visas is only a minor issue to the lack of viable hotel rooms in Moscow. Be prepared to pay £300/night for room and £10 for the shortest duration taxi fare (use the metro), also add in the cost of "local taxes" the Moscow city police will take from fans for not carrying passports

I for one am glad a visa will be required to attend this match. It is far less likely for the hooligan element to go if it is difficult to get into Russia, which is good for England as the game will be broadcast around the world and the last thing we need is reports of bad behaviour.

If a Russian team was in the final, and it was being held in the UK (or indeed virtually anywhere in the whole of Europe), Russian fans would be subject to equally expensive and difficult visa regimes, so you cannot blame them - and they are showing admirable flexibility.

There should be a few venues earmarked in for the final. When two teams remain the stadium picked should be as fair a distance for both teams. Why have 2 sets of English fans have to go travel to Moscow to a very dated stadium i can not understand.

Why not shown some common sense and put the cost of the visa into the match ticket, and only people with match tickets get into the country. Lets hope that UEFA show more common sense in the future and hold the final in countries with less strict entry requirements.

Now we get a taste of our own medicine. Visas for the UK have been the most expensive ones for years. A tourist visa for the UK is on average £65 so we cannot really complain about Russias visa fees and ad-on charges.
