Luton Town FC were the subject of 17 charges relating to the following
allegations:
–– Payments to agents for nine specific player negotiations made through the
club’s holding company, Jayten Stadium Ltd, rather than through the club as
required by FA rules
–– Provision of misleading information to the FA
–– Not holding representation contracts with the relevant agents for the above
negotiations
–– Dealing with unlicensed agents (both through Jayten and directly)
Bill Tomlins 15 charges:
–– As chairman and director at the time, it is alleged that he was directly
involved in 19 of the rule breaches listed above (exceptions are
negotiations with two unlicensed agents not conducted through Jayten)
Derek Peter nine charges:
–– As finance director at the time, it is alleged that he approved payments
made by Jayten in relation to the nine negotiations John Mitchell and
Richard Bagehot
–– At present directors of the club, they are charged with failing to report
the alleged rule breaches when they became aware of them
Licensed players’ agents Sky Andrew, Mike Berry, Mark
Curtis, Stephen Denos, David Manasseh and Andrew Mills,
each charged with allegedly:
–– Failing to ensure that payments to them were made and disclosed through the
proper channels
–– Failing to enter into representation contracts with the club for specific
services rendered in relation to the above negotiations
The leading players
Bill Tomlins Former chairman Headed consortium that took Luton out of administration in 2004. Resigned in 2007 after his dismissal of Mike Newell as manager upset supporters.
Derek Peter Former finance director Part of consortium that took control of Luton in 2004.
John Mitchell Luton director Spent two years on board at Luton from 2000. Rejoined as part of Tomlins’s consortium in 2004 and now in third spell.
Richard Bagehot Luton director Lawyer who has written books about sponsorship and sales promotions, advertising and the law. Part of Tomlins’s consortium.
Sky Andrew Football agent Represents leading players, including Sol Campbell, Jermain Defoe and Jermaine Pennant.
Mike Berry Football agent Has represented Trinidad and Tobago players, including Carlos Edwards, a former Luton winger.
Mark Curtis Football agent Was used by Bolton Wanderers as headhunter to find replacement for Sammy Lee, the previous manager.
Stephen Denos Football agent Alleged to have received irregular payment as member of Key Sports.
David Manasseh Football agent Took over as Ashley Cole’s agent last year.
Andrew Mills Football agent Gave up being agent in 2006 to become general manager at Charlton Athletic. Arrival of Alan Pardew led to his departure.
Mike Newell Former manager Caused a storm as Luton manager when claiming that illegal payments were rife in football. Dismissed by club last March.
