Sports ministers from across Europe will be urged today to sign up to plans for common financial regulation that would outlaw the levels of indebtedness at the top English clubs, according to a draft of the conclusions seen by The Times.
The French hosts of the summit of 27 European Union (EU) ministers have drawn up proposals that include a call for “European control of club management”, a move seen by the Premier League and others as an attempt to shift control of key sports from national to EU-level bodies, stifling the most successful clubs. While Gerry Sutcliffe, the Sports Minister, has made plain his opposition to any EU involvement in this area to his opposite number in France, Bernard Laporte, the contentious wording has stayed in the paper for discussion at the meeting in Biarritz.
The EU has no power to make laws governing sport but opponents fear that the proposals from France, which holds the rotating EU presidency, could resurface in another context where Brussels can regulate, such as employment, competition or company law.
In another hot potato to be discussed by the ministers, Michel Platini, the president of Uefa, is expected to make a presentation today on youth training policies, including the suggestion that no player can be transferred under the age of 18. The measure is designed to bring stability to clubs' training programmes and to encourage investment in development, but opponents fear it could hamper the progress of young players if they cannot move to bigger teams.
“We will call for a ban on under-age transfers and to stop the raiding of academies worldwide,” William Gaillard, Uefa's director of communications and Platini's special adviser, said. “We feel this is a really dangerous situation which borders on a violation of human rights.” Richard Scudamore, the chief executive of the Premier League, insisted that a blanket ban would be unnecessarily restrictive.
A spokesman for Sutcliffe said last night that the Sports Minister would argue that national federations should continue to decide on the appropriate rules and regulations for their sports.
But the draft conclusions to the summit include a call for further investigation of EU-level action, declaring: “The ministers support the European Commission's project to hold a European Conference on licensing systems for professional clubs in order to help implement a self-regulatory system.”
