David Moyes, the Everton manager, has been charged by the Football Association with improper conduct following comments he made about referee Mark Clattenburg in the wake of the derby defeat against Liverpool in October.
Clattenburg sent off Everton'sTony Hibbert and Phil Neville for conceding second-half penalties as Liverpool won 2-1 at Goodison Park.
But Moyes was incensed after his team were denied a late penalty when Jamie Carragher appeared to foul Joleon Lescott in the box, while Dirk Kuyt was only booked for a two-footed lunge at Neville.
Moyes has been charged comments he made immediately following the game and also in a press conference the following week.
"We deserved that penalty if not more and, if the other penalties were more blatant than that, then I am in the wrong game." Moyes said after the game.
"I am seemingly seeing football differently. If the referee does not see that you have got to ask why. Maybe they should not be there."
He added: "It can't just be me being bitter, people asked was the referee biased and I can't comment but we got nothing at all."
The FA said: "it is alleged that the comments made referring to referee Mark Clattenburg on each respective occasion amount to improper conduct as they call into question Mr Clattenburg's integrity and/or imply that Mr Clattenburg was motivated by bias."
Moyes has until December 11 to respond to the charge.
Sir Alex Ferguson also faces a charge of misconduct after clashing with Clattenburg at half time during Manchester United's game with Bolton Wanderers on Saturday.

If Clattenbergs' performance was not biased, then it was certainly inept. Why is it unacceptable for a manager to query a referees' performance? If the same decisions had been given against Liverpool, then Benitez would have received an apology endorsed by Mr. Hackett.
Gerrards' ( Stevie G laaa) handshake to Clattenberg as he was substituted spoke volumes. Impartial supporters around the country can see the injustice of the decisions given in favour of the alleged big four.
Sadly these sort of things will continue to happen while we have incompetents running the F.A.

I think amost everyone who saw that game called into question Mark Clattenburgs integrity. The FA needs to sort itself out. It's referees are getting as bad as their England managers, and getting a bad name. Especially in Europe where they are hardly used, and used less than any other country. Why dont the FA also charge everyone who saw this match as it was not just the manager who had this view. That match was live and an absolute disgrace from a neutral point of view. If the FA want to charge on this, it just shows how incompetent the FA is. They are best to keep quiet rather than try and defend and raise the profile of this absolute disgrace in refereeing.
